Nakal (Copy) Service of Revenue Records in Haryana

The computerized Nakal ( Copy ) service of Revenue Records (Jamabandi) has been started from Tehsil Computer Centre at Gurgaon, Sohna, Pataudi & Farukh Nagar Sub tehsil. The latest data with mutations have been updated on the official website of Revenue Department

Haryana Land Records Information System Link

HALRIS ( Haryana Land Records System ) has been developed for the management of revenue records. It takes care of all the major processes of land management as defined in the revenue system of Haryana. State. The main objectives of the revenue records updated on a real time basis is to, integrate registration and mutations, allow for an automated mutation workflow with an online mutation incorporation facility and to provide a secured access using biometric authentication.

Process
The project includes all the major process necessary for the land records management as per the Haryana Land Records manual and has been integrated with the property registration project.

It includes the following main modules; jamabandi – to manage the jamabandi  right of record of the villages; mutation – to capture the changes to be made in the jamabandi; kharsa gridawari – to capture the six monthly crop details of the village; and, nakal – to provide the nakal service to the public.

HALRIS is being used to update the jamabandi data and making it online. Data of the online villages can be used to provide the nakal services and to integrate the land records with property registration. With the integration provide, property registration can check the ownership and generate the mutation immediately after the registration process is over.

Impact

HALRIS has been implemented in all the 67 tehsils of  the state. Out of total 7,081 jamabandies, data of 6,082 jamabandies have been uploaded to the web site. Availability of updated nakal of record of right to the public through information kiosks has added new dimensions to the delivery of services to the public in the state.

There has been a reduction in litigations due to online availability of updated record and low manual intervention and data capturing has reduced errors. The web enabling of land records has increased the transparency on an anytime, anywhere basis.

The state government has gained by reduction of time in preparing land records documents, and the updated data is available for other government departments and for planning purposes, among others.

HALRIS can be replicated in neighbouring states like Punjab and Himachal with little customisation. The future development plans for the project includes its roll out at the sub-tehsil level, establishment of a data centre and design and development of web-enabled version of HALRIS.

Central park-2 overview

OVERVIEW

Bellevue is the Ist phase of development for Central Park-2 and it comprises of nine towers. Each tower has 16 floors with three apartments per floor. All Bellevue towers are type B type, i.e. they comprise of three-bedroom apartments. Of the three apartments per floor, two face the twenty acre greens (2,350 sq. ft.) and the third (2,550 sq. ft.) outlooks the city. This phase has a total of 15 penthouses, of which 6 are 4 BHK duplex penthouses and also 18 townhouse/villas.


UNIQUE FEATURES

  • Central Park II has been master planned by the world’s largest architectural firm, HOK International Ltd., which has the distinction of designing the Dubai Marina. It has been landscaped by the world renowned ‘Green Architects’ of Thailand.
  • Central Park II has 4 phases:
    (a) Bellevue – Phase 1
    (b) Belgravia – Phase 2 & 3
    (c) Belair – Phase 4
  • Central Park II has 2 entrances – the main entrance is from the 60 m wide Sector Road starting from MG Road, joining NH 8. The second entrance is from the 90 m wide Sohna Road, conveniently located at a distance of 1.7 km from Rajiv Chowk on NH 8. The drive-in entrance is at a distance of 150 m from the Sector Road in order to reduce noise pollution.
  • With ample underground parking for up to 3700 cars, there will be no surface parking (except for emergency services such as ambulance, fire brigade & police vehicles). Guest parking will be available in the basement. There is also provision for handicap and senior citizen parking at convenient locations.
  • The 20 acre park located at the centre of the complex has a 4.5 km long walking track that has been landscaped with an appropriate gradient for cardio vascular exercises. Water bodies and mist fans will create a relaxing ambience.
  • Vehicular access on the periphery ensures that the central vista is completely quiet, safe and pollution free.
  • Amenities include world class clubs, swimming pools, an amphitheatre for ceremonies, get-togethers & functions and top of the line restaurants.
  • The Complex has 1 primary school, 2 nursery schools and a crèche. These will ensure secure yet open play areas for children.
  • A shopping centre conveniently located on the premises will meet residents’ daily needs.
  • There will be provision of security at several stages – the periphery, gates and lobby levels. Closed circuit camera monitors will be placed at the main gate entrance, periphery roads as well as the lift lobbies of every tower. The cameras will have recording devices to store pictures for crime detection. Each apartment will be provided optional video phones connected to the concierge.
  • Very high levels of security control will be ensured through the use of RFID (Radio Frequency Identification Device) systems. Access into the building towers will be restricted by RFID passes, and visitors will be given electronic tokens that allow them access only to authorised parking areas. House-help working in the complex will have restricted access to authorised areas and apartments only. Their entrance and exit will constantly be monitored by sensors placed within each complex as well as from the main security gates.
  • It is a mere 20 minute drive to the New Delhi Indira Gandhi International Airport once the new Express Highway is operational.
  • The new Master Plan for Gurgaon includes a green belt along the rain water canal where no construction will be permissible.. This will provide lush views from Central Park II and improve the air quality in and around the area.
  • The entire complex is Wi-Max enabled and residents will be able to access the internet on their laptops through out the complex.
  • Provisions for recycling water will be available at a nominal cost. There will also be provisions for complete rain-water harvesting. Furthermore, two tier drainage systems will collect rain water and transfer it to water harvesting wells so as to avoid water logging.
  • Each tower has been provided with a service floor so that all services are terminated at this level, without having to occupy the basement. This prevents the collection of sewage, waste water, drain water and rain water from creating unhygienic conditions.
  • There will be 24-hour uninterrupted stand-by power supply. Each tower has its own unitised / containerised transformer that will merge with the landscape and have an isolated switch that can cut off the power to a tower in case of an emergency. All generators will be located in a separate area so as to avoid noise and pollution.
  • Each apartment will have provision for piped gas, at an extra cost to residents.
  • Each block will have 2 fire staircases encased by concrete and steel, along with fire proof doors so as to provide refuge to the inhabitants of the buildings in the case of a calamity. Staircases have been designed at a distance from the lift shafts so that, they remain isolated in the case of a fire, and the lift shaft works as a chimney.
  • The towers have been designed to be earthquake resistant structures. Attributing to superior construction technology, the structure of the buildings complies with Seismic Zone V design regulations. The Seismic Zone V design requirements are superior to Zone IV design requirements applicable in Delhi NCR areas including Gurgaon.
  • The Omaxe Wedding Mall, International ‘Medicity’, the ‘World Trade Centre’, international high schools (such as Pathways World School & the GD Goenka International School), as well as other shopping malls and a golf course lie in close vicinity to the Central Park II site.
  • The lobbies have been designed by the renowned interior designer, Hirsch Bedner & Associates, USA. Paved with granite flooring, these fully air-conditioned lobbies have 24-hour security and seating capacity for 8 to 12 people. They will also have a fire control room for emergency evacuation services.
  • Guest parking will be available in the basement. They will access lifts from the lobbies in the basements up to the ground floor, where they will then be greeted by the concierge. On being granted permission to use the lifts, security enabled cards that lie with the concierge will be handed to them. These procedures have been set up to ensure resident security.
  • Lift lobbies on each floor will have access to garbage chutes. The garbage thrown down these shafts will be collected at the basement and disposed off.
  • Each tower will have two lifts- one standard passenger lift and another deep lift capable of carrying patients on a stretcher, in case of a medical emergency.
  • Street lighting, designed by an international agency, specifically ensures security (due to ample lighting) as well as a serene and soothing effect.
