Survey of Realtor begins in Gurgaon

Gurgaon: The district administration has started a survey to identify property dealers operating without licence. The move was taken after fraud charges were received against a number of dealers.
Said Rajendra Kataria, deputy commissioner, ‘‘We often receive complaints that a person interested in buying property or plot was duped of cash by some property dealer who made the buyer enter into a fake deal of a plot which never existed and afterwards fled with the money. ‘‘To keep a watch on the property dealers and get them enrolled with government authority, the state government has formulated rules according to which the person engaged in property dealing business should apply to the District Collector in Form A for obtaining a licence,’’ he added.
Officials said the individuals will to pay a fee of Rs 25,000 while the organization, company or society will pay a fee of Rs 50,000 for obtaining property dealer’s licence. The licence would be valid for a period of 5 years after which it can be renewed. For individuals, the fee is Rs 5,000 while for the organization, company or society, it is Rs 10,000.
The licence holder will get only one percent commission on the agreed value paid by the seller and purchaser of the property that is half percent by each of them on finalization of the deal. ‘‘In case of deal of lease or rent of immovable property, rate of commission will be paid by the lessor and lessee at the rate of one month rent of the property to the licence holder,’’ said Kataria.

Haryana Land Records Information System Link

HALRIS ( Haryana Land Records System ) has been developed for the management of revenue records. It takes care of all the major processes of land management as defined in the revenue system of Haryana. State. The main objectives of the revenue records updated on a real time basis is to, integrate registration and mutations, allow for an automated mutation workflow with an online mutation incorporation facility and to provide a secured access using biometric authentication.

Process
The project includes all the major process necessary for the land records management as per the Haryana Land Records manual and has been integrated with the property registration project.

It includes the following main modules; jamabandi – to manage the jamabandi  right of record of the villages; mutation – to capture the changes to be made in the jamabandi; kharsa gridawari – to capture the six monthly crop details of the village; and, nakal – to provide the nakal service to the public.

HALRIS is being used to update the jamabandi data and making it online. Data of the online villages can be used to provide the nakal services and to integrate the land records with property registration. With the integration provide, property registration can check the ownership and generate the mutation immediately after the registration process is over.

Impact

HALRIS has been implemented in all the 67 tehsils of  the state. Out of total 7,081 jamabandies, data of 6,082 jamabandies have been uploaded to the web site. Availability of updated nakal of record of right to the public through information kiosks has added new dimensions to the delivery of services to the public in the state.

There has been a reduction in litigations due to online availability of updated record and low manual intervention and data capturing has reduced errors. The web enabling of land records has increased the transparency on an anytime, anywhere basis.

The state government has gained by reduction of time in preparing land records documents, and the updated data is available for other government departments and for planning purposes, among others.

HALRIS can be replicated in neighbouring states like Punjab and Himachal with little customisation. The future development plans for the project includes its roll out at the sub-tehsil level, establishment of a data centre and design and development of web-enabled version of HALRIS.

Motorcycle Major Hero Group Forays into Real Estate with Township Project

The Munjal family-controled Hero group, better known for its motorcycles, is entering the real estate business, with nearly Rs. 200 crore already invested. The cash-rich Munjals are turning the current slump in real estate into an opportunity as they had no previous exposure in the business historically marked by aggressively priced land deals. The Ludhiana-based group plans to launch over the next two weeks an integrated township in the pilgrim town of Haridwar. The group plans more residential which are expected to be announced over the next couple of years, company officials said. “The integrated township at Haridwar will be developed over an area of 50 acres and will have close to 2,000 residential units,” Sunil Kant Munjal, chairman, Hero Corporate Services Ltd told Hindustan Times.

“The company has invested close to a couple of hundred crore rupees for its real estate foray,” he said. Hero Corporate Services also has interests in IT-enabled services and corporate training. “The plan is to first consolidate our position in Uttarakhand before venturing out to other parts of the country,” Munjal said. The Hero group expects real estate to be an important business vertical over the next few years. “The current downturn in the real estate sector has provided the company an opportune time to enter residential real estate development as valuations are just right,” The company, however, does not wish to have an escrow account, which in effect means that the funds garnered from the pre-launch proceeds of a project is used only for the development of that particular project.

“The timely completion of Haridwar project with optimum standards will help us establish as a serious player in the sector. We are also banking upon our group’s credibility to showcase our prowess in real estate development,” Munjal explained. The residential units in the integrated township at Haridwar would have apartments priced between Rs 18 and 20 lakh to Rs 70 lakh. The villas constructed in the project would be priced much higher. The township will have hospitals, schools and shopping complexes, apart from residential apartments. The company expects to start delivering the apartments within two years. “We would be targeting NRIs (non-resident Indians) and investors from north India who want to own a house at Haridwar, apart from local people,” said Munjal (Source : Indiarealtynews).
